June 11, 2011 – U.S. Defense Secretary Robert Gates said although NATO’s 28 member states expressed their support for military action against Libya, but in fact less than half of participating in the operation, less than one-third willing to participate in air strikes.
He said that NATO pursue the principle of ‘collective defense of Europe member States’ must bear their share of fall, or collective defense would be meaningless.
